Building Permit Basics
A permit is required for all new construction, structure remodeling, lot development, or for work regulated by City Code of Ordinances. Painting, wallpapering, floor sanding, and carpeting do not need a permit. Before you begin a project it is important that you become familiar with all of the City of Manchester building and zoning regulations that apply to your project. It is the responsibility of the property owner to have the necessary permits approved before work begins. A homeowner can do their own repair on a house they live in, but must still have a permit before beginning. Contractors doing such work must be registered with the City of Manchester.
Inspections
Progress inspections are required during the project. The type and number of inspections depend upon the project. 48-hours notice is required. Please call 563-920-0867 to schedule an inspection.

Construction in Public Right-of-Ways
Anyone other than duly authorized City employees performing work in public right-of-ways must apply for a permit prior to conducting any work on public property. Obtaining a permit ensures that all work performed meets City of Manchester Municipal Codes as well as State and Federal Standards and requirements.
A permit must be obtained for each opening, cut, trench, or excavation in or under the surface of any street, alley, sidewalk, highway, or public property of the city.
For street obstructions, proper usage of signs, lights, and barricades is required to be in accordance with current MUTCD standards.
